You bet they were! All Eastern Block stations were super nice QSLing during the cold war era. Utilities and broadcasters alike. From 1973 onwards I was a member of Polskie Radio DX Club, our worldwide reception reports filled a regular half hour program.
Was only 15 and dead tired in class every morning because I had been stuck with the Ragas of all India Radio and Samba of Radio Clube de Pernambuco until the early hours...
