This is how it looks like right now in my account. It is really hard to get a good overview from the billing page. But my guess is that the 5 USD buys us the 10 GB of LFS storage.
Yea, I stopped using github actions at some point, because it was way too cumbersome and fragile for my personal taste. 
So at some point I moved on to building locally on my machine and pushing to itch.io.
