If it was not for the Electoral College, Trump would have lost the 2016 election.
The States go together with Disctrict-based voting, a system that could let a party with only (say) 30% of the electorate secure 90% of the seats in Congress. And can make a minority of 30% end up with 0% representation. And practially prevents the existence of more than two parties.
