Exactly. Build the apparatus of an oppressive police surveillance state, relying solely on the goodwill of the current government and security personnel to use it responsibly, and eventually a future government will replace those personnel and use it against its citizens.
And the current government under Starmer has already shown its willingness to ram through anti-democratic legislation that criminalises dissent. That theoretical dystopian future has already arrived.
