In the Star Trek universe, the officers in charge are competent experts in their field.

In reality, the people in charge are the most successfully sycophantic, experts in ass kissing. The real experts are the gruff individuals no one knows who lack social skills, who are only invited to meetings when shit is REALLY broken.

Get THOSE people involved, and change your entire culture.
