I can see that. But I also noticed the kind of joy people experience when discovering a strong new strategy.
It does read a lot like 'glee at getting away with something' and less like 'turning the dial to its 100% position'.
Although I can see this changing based on how strong that new strategy is.

I don't know if it has to be directed at someone. I think it's more about the experience of overstepping an assumed boundary of the game.
Much like factions in strongly asymmetric games tend to be described as having 'games breaking' abilities. Not because they actually do so, but because it feels this way due to assumed boundaries of the game.
